MINUTES OF THE PLANNING COMMITTEE MEETING HELD ON WEDNESDAY 10th APRIL 2019, AFTER THE COUNCIL MEETING, COUNCIL CHAMBER, TOWN HALL, ABERGAVENNY.

2. Declarations of Interest

Cllr R Harris is a member of MCC Planning Committee. He took no part in the decision making and voting and acted, where required, in a factual advisory capacity.

3. The following applications were recommended for approval

DM/2019/00370 Change of use of 59a Frogmore St (ground floor) from A1 retail use to A2 estate agents office, NP7 5AR

DM/2019/00352 Twinning monument to be erected in commemoration of 30 years of twinning, Gabb Square, Baker Street, NP7 5BA

DM/2019/00339 Alterations and extension to existing dwelling 115 North Street, Abergavenny, NP7 7EB

DM/2018/00396 Advertisement consent, Mountain Warehouse rebranding store to another of their brands Neon Sheep at 19 High Street, NP7 5RY

DM/2019/01591 Certification of Existing Lawful use of a single dwelling as a 2 dwellinghouses at 1 Chapel Road, NP7 7DN

The Town Council regrets that this particular matter is taking so many years to resolve.

DM/2019/00229 Planning permission for steel roller shutters, 4 Whitehorse Lane, Abergavenny, NP7 5AS

DM/2019/00476 Planning permission for the erection of replacement garden building at 85 Brecon Road, NP7 7RD. The Town Council would support the recommendation from the aboriculturalist that another tree is planted to replace the one to be removed.

DM/2019/00400 Installation and new fascia and hanging sign at 5 Frogmore Street, NP7 5AE

4. Action Arising from the recent PAW Planning Policy Training

The Town Clerk informed Councillors that the Planning Aid Wales summary session involved discussion on producing Place Plans. The Town Clerk advised that the preparation of a Place Plan at this time is premature as Place Plans are required to conform with the LDP which is being reviewed and the Town Council would be seeking support with the process from MCC planning and currently they are fully focused on the LDP review. 

The Town Clerk suggested that Councillors may wish to organise a community workshop in July when MCC have published their growth options (June) to gather views on where development should go based on the growth options. Comments would then feed into the Preferred Strategy. Members of the Civic Society have offered to get involved. This was agreed.

Cllr P Simcock asked if this would be for the town only or North Monmouthshire. It was suggested that the workshop proposal is discussed at the next NM Liaison Committee. 

5. AOB

It was agreed that Cllr Konieczny will represent the Council at MCC Planning Committee to speak in support of the Castle Pavilion if this permitted. 

The Town Clerk informed Councillors that MCC is consulting on Draft Supplementary Planning Guidance Infill Development and that she had contacted MCC Planning for an extension to the deadline from 13thMay to 15th May to enable a response to be considered at the next planning committee. However, an extension has not been given therefore, the Town Clerk requested that a response is drafted in consultation with the Mayor and Cllr Konieczny and circulated to Councillors for comment. This was agreed.
